Catastrophe Ensues

By manipulating prices and the essential components of the major sectors the populace can be lowered into a pit of debt that is insurmountable in the created economic conditions. After they lose their houses, cars, and their ability to pay for adequate food or energy they will be reduced to a further state of panic and dependency.
At this point the populace will be sufficiently softened and will accept large scale relocations to secure locations where adequate supplies of food, shelter, and energy are available. These locations will be kept under total surveillance by security forces and the inhabitants will be tagged and monitored. Every aspect of their lives including their diet, sleeping patterns, physical activities, access to books and internet (thought), and interactions with other inhabitants will be completely controlled.
Here, through a variety of indirect and direct means including tainted food (poisoning) and medicine (controlled outbreaks), mass executions, and mass vaccinations the significant reductions in population will commence.

Submit to Survive

By the time the populace becomes aware of the implementation of the population reduction scheme the police state will be overwhelmingly equipped to respond to dissenters. Rather than risk imminent death or torture and subject their family to grotesque physical pain and degradation the defeated majority will choose to “go along to get along”. They will accept increasing control, diminishing liberties and a diminished standard of living in hopes of continued survival and a brighter future. Most will not resist until the crucial moment at which their survival is blatantly threatened and death approaches. A key to eliminating resistance, for the controllers, will be to disguise this moment. Tainted vaccines, delivered by a smiling doctor and followed up with a band-aid and a lollipop, will be far more effective than bullets or gas chambers.
