Potential Setbacks

Eventually, no matter how artful and subtle the tactics employed, the populace will begin to take notice. They will begin to detect a rumbling in their stomach and hungry people are apt to become irritable. When an overwhelming majority of the population becomes enraged and feels their survival threatened, trouble lies ahead for the controllers. The controllers require an amount of security, stability, and freedom in order to successfully inflict the opposite on the masses.

The Necessity of the Police State

It would be necessary to dramatically increase police powers in inverse proportion to the decrease in the standard of living. A sudden increase in police powers would be met with suspicion and hostility by the populace so covert measures would have to be employed. However, a secret police force, no matter how massive, while highly effective at combating a mass rebellion, is not as effective at preventing a mass rebellion from occurring as is a highly visible police presence. In other words, once a rebellion by the majority of the populace is underway, it would be difficult to quell without extreme measures and even then the majority may prevail. However, if the populace is visibly reminded, by an ever growing police presence, of their diminished chances for revolt, and is kept under constant surveillance so that it becomes difficult to organize and plan countermeasures then the controller’s chances of success are increased.
Therefore, before utilizing the power of control over the populace and before any steps are taken towards massive reductions in population a massive buildup of the police state must ensue.
In order for this to occur the public must be shocked into a lasting state of fear and panic during which time they relinquish their rights and accept authoritarian measures in exchange for the promise of security.

Testing the Water

Once the monetary system is under control the currency (paper and systems of credit) may be manipulated to bring the major sectors of food, energy, medical, transportation, and housing under direct control. The goal of population reduction may be implemented in stages by tampering with the food. A poisoned food supply and controlled rationing will lead to modest reductions. Likewise, energy rationing and shutoffs may be implemented at crucial times (during temperature drops or heat waves) to thin out the weak or elderly. However, neither of these modest measures will lead to any major declines. Tainted vaccinations would be the most efficient and effective means of depopulation. By manipulating the transportation and housing sectors, large swaths of the population could be concentrated in small manageable areas where tainted vaccines could be easily administered in masse. The medical professionals administering the shots would remain unaware of the deadly intent.
