It's called Blackwater.

The company was caught red handed murdering
Iraqi civilians in cold blood.

No problem according to the US State Department
(Condi Rice). Their contract to provide protection
to US "diplomats" in Iraq was just renewed.

Why?

The State Department claims it could not find
anyone else to do the job.

"We cannot operate without private security firms in Iraq,"
said Patrick F. Kennedy, the under secretary of state for
management. "If the contractors were removed, we would have
to leave Iraq."

So if we had no private contractors there....

we would have to leave? This makes big business as guilty for continuing the Iraq war as the Bush administration. (and all of the senators and congressman who voted for it.)

the invasion is illegal to begin with so there's really no loopholes necessary. this is why you don't see too many officials explaining themselves as to why men with guns from private companies kill people with complete impunity. no point explaining yourself why you're committing a crime during committing a crime.
